PROFESSIONAL EXPERIENCE

Deputy Director Army Counterintelligence Center

Managed the quality control program for scheduled production, ensured the overall veracity and proficiency of the Army Counterintelligence Center (ACIC) production program, and supervised the ACIC headquarters staff. Acted as liaison and primary point of contact for the intelligence community. Utilized primary community databases; ensured quality control of ACIC products and current issues affecting the CI community with emphasis on analysis and production. Served as the ACIC intelligence oversight officer and screened all training requests. Represented the ACIC at national level meetings, the NCIX Analytic Working Group, and the Department of State Office of Foreign Missions.

* Assisted in the development and implementation of a DoD national training program for counterintelligence.

* Established a series of formal projects, in cooperation with NGA, which clearly depicted the travel restrictions imposed on diplomatic and official personnel from those countries subject to the travel controls of the Department of State, Office of Foreign Missions.

* Initiated a project, in cooperation with NGA, to create a hard-copy wall map of all chanceries in Washington, DC, as well as foreign missions and consulates nationwide.

* Formulated several suggestions in the development of curriculum for the national CI analytic training program that were adopted and are currently taught.

Counterintelligence Field Activity (CIFA)

Served as part of a team for establishing the analytic capabilities of the Joint Counterintelligence Assessments Group (JCAG). Represented Army interests while the JCAG was being established.

* Developed and implemented the threat model that has become the standard for understanding the process necessary for the production of counterintelligence threat assessments for technology programs.
