Would a cover letter be needed with a resume in this case?

It’s always good to give a cover letter!
Not needed in this case, but a well-written cover letter gives you the opportunity to explain more about yourself and why you want the career you are seeking. Best of luck to you!
ALWAYS add a cover letter.
It tells more about you, and the intent that you have in putting in a resume.
And it gives you a little bit of edge over those that only put in resumes, especially if they will be conducting interviews.
Normally, a cover letter should be specifically written for each job you apply to, with the position indicated. But, in this case, you can’t really do that. I have been in this situation. I made a generic cover letter addressed to “Hiring Manager.” In my first paragraph, I wrote, ” I am interested in exploring employment opportunities with ABC Company. Please consider me for all career positions suited to my educational and work experience. Attached you will find my resume.”
In the next paragraph, I went into the normal cover letter things.
I attached the cover letter and resume to each other with a paper clip and made a bunch of these as packets to hand out.
